Redding's City Manager


Kurt Starman was appointed as the City Manager of the City of Redding in May 2006.  Prior to that, Mr. Starman served as the Deputy City Manager and Assistant City Manager of the City of Redding for over nine years.  Mr. Starman has also served as the City of Redding's Director of Administrative Services and, prior to that, as the City of Redding's Budget Services Officer.  Mr. Starman and his wife, Jacquelyn, were both raised in the Redding area and have three children.

Redding operates under the Council-Manager form of government.  Under this system, the City Council establishes the policies under which the City operates and appoints a trained and experienced City Manager to administer the affairs of the City.  The City Manager's responsibilities include hiring of City staff, preparation of the Biennial Budget, administration and coordination of the City's operations, general supervision over all property under the control of the City, and enforcement of City ordinances and applicable State laws.

Redding's Assistant City Manager


Barry Tippin was appointed Assistant City Manager in February 2008.  Prior to that, Mr. Tippin served as the City's Director of Transportation & Engineering and the Assistant Director of Development Services.  Before joining the City of Redding in 2004, Mr. Tippin worked for the California Department of Transportation (Caltrans) for 13 years.  Mr. Tippin is a Redding native and he and his wife, Joanne, have three sons.

The Assistant City Manager focuses on the day-to-day operations of the City, working closely with the Department Directors.  Mr. Tippin plays a lead role in overseeing the Capital Improvement Plan, which totals nearly $500 million and charts major public improvements over the next five years.  Mr. Tippin also serves as the Electric Utility Director.

Redding's Deputy City Manager


Greg Clark joined the City of Redding as Assistant to the City Manager in September 2007 and became Deputy City Manager in 2012.  Prior to that, he was a journalist for 31 years, holding numerous positions, including Managing Editor of the Record Searchlight newspaper for 12 years.  He and his wife, Joy, have lived in Redding for more than 40 years and have two grown children.

Mr. Clark acts as the City Manager's Office liaison to a number of City projects as well as to various community organizations, boards, and committees.  He oversees the City's Housing Division as well as City contracts for the Convention and Visitors Bureau and Animal Regulation services, including providing staff support for the Administrative Hearings Board.  He also acts as the City's Public Information Officer and legislative liaison.
