Born and raised in Shasta County, Missy McArthur received a secondary teaching credential from California State University-Chico, a M.A. from the University of San Francisco, and a Physician Assistant Credential from Stanford University.

Missy has a diverse employment history which includes teacher in the Shasta Union High School District and for the UCD/Stanford NP/PA program; family planning counselor; Physician Assistant, Mercy Medical Center E.R. and Women's Medical Center; and practice administrator for Shasta Emergency Medical Group. Missy also has an entrepreneurial background having owned the following businesses: Fireplace Shop, Redding Title Company, Santa Cruz Title Company, Trinity County Title Company, and Women's Medical Center.

Missy's community service is quite extensive, and she has served on numerous boards and committees such as: Shasta Library Foundation, Library Citizen's Advisory Committee, Library Review Committee, Chair of the Library Governance and Financing Task Force, New Library Now!, Methamphetamine Task Force, Kids' Kingdom - Project Playground, Turtle Bay Board of Regents, American Heart Association, Women's Refuge Auxiliary, American Cancer Society, Help Line, Inc., Plus One Mentors, Shasta College Foundation, Shasta-Tehama-Trinity Joint Community College District Trustee, CSU Chico President's Advisory Board, YMCA, Shasta College Bond Oversight Committee, Bank of America Scholarship Committee, and Redding Rotary.

She was elected to the Redding City Council on November 4, 2008, and served a one-year term as Mayor in 2011. Missy has one son, Rob, and lives her passion of family, faith, friends, literacy, education, and community.

Liaison Assignments: For 2013, Council Member McArthur serves as City Council liaison to the Public Works Department, Air Pollution Control Board, the Audit Committee, the Community Development Advisory Committee, League of California Cities, NSVIRWM Governance Board Alternate, Turtle Bay Museums/Arboretum, and alternate to the Indian Gaming Local Community Benefit Committee. Ms. McArthur was appointed by the Redding Area Bus Authority Board to serve as the RABA Representative to the Shasta Regional Transportation Agency (SRTA). As do all the Council Members, Ms. McArthur serves on the Redding Area Bus Authority Board, Redding Capital Services Corporation, Redding Housing Authority Commission, Redding Joint Powers Financing Authority, the Redding Municipal Library Board, and the Successor Agency to the Redding Redevelopment Agency.
