The GIS Division utilizes a four-person staff to produce nearly 2,500 finished mapping products a year. ArcGIS Desktop is used heavily for map query and analysis. Data creation originates from ArcGIS and AutoCAD Map. Mapguide is our enterprise-wide data viewer for in-house staff and the public. Over 500 data layers are used and maintained by the GIS Division, with much of that data available through the Mapguide interactive map.

A Brief History of the GIS Division

The GIS program at the City of Redding got started in 1989. Utilizing a grant from the Office of Traffic Safety, a contract was issued by the Public Works Department to digitize, and convert to GIS, the parcel base map and Traffic Control Device Inventory. In 1991, this two-year, two-phase project was completed and further enhancements were made to that parcel-base. The system was originally created in AutoCAD and was loaded into the GeoSQL spatial database.

Over the next two years, the two person staff in the Public Works Land Development and Transportation Division developed additional data layers such as street centerlines, Sacramento River, City Limits, and others. The parcel-base was also maintained, with new subdivisions and streets being added frequently.

In 1992, a CDBG Block Grant paid for software to allow a staff member of the Planning Division to begin work on the General Plan and Zoning data layers. These were also created in AutoCAD and loaded into GeoSQL for analytical work.

In 1993, we switched from using the original Rbase database for both spatial and attribute data, to Oracle for attribute data and the GeoSQL spatial database for spatial data.

The GIS Division was formed and became a division of Development Services in 1995. Two full-time and one part-time staff members came from Public Works and four staff members came from the Planning Division to form the division. The GIS Division also assumed all of the mapping and exhibits assignments for the Planning Division even though many of those tasks were not directly related to GIS at the time.

ArcView was added to the GIS toolset in 1996 and AutoCAD Map continued to be the data creation tools of choice.

In 1998, utilizing money from an Air Quality grant, GIS purchased hardware, software and consulting services to create and launch our first web-based mapping site. The site was up and running just four weeks after issuing contracts, making Redding one of the first cities in California to have web-based interactive maps for our jurisdiction.
