(1) SITE DEVELOPMENT PERMIT APPLICATION SDP-5-07, by Shasta Community Health Center, requesting approval to construct a 10,165-square-foot building addition to an existing medical office building and a new parking lot at 1035 Placer Street and an electronic message-board sign for public-health information at 980 Placer Street. The project site is zoned "PF" Public Facilities District. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. L-010-390-700 APPROVED
(2) TENTATIVE SUBDIVISION MAP APPLICATION S-3-08, SHEARING SUBDIVISION, by Don Shearing, requesting approval to divide 2.4 acres into eight lots for development of single-family homes on property located at 210 Shasta View Drive (between Shasta View Drive and the east terminus of Stetson Way) in an "RS-3" Residential Single Family District. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. S-101-139 APPROVED
(3) USE PERMIT APPLICATION UP-3-08, by Axner Excavating, Inc., requesting approval for the stockpiling and recycling of soils, concrete, asphalt concrete, and green-waste materials, including periodic crushing of concrete and asphalt concrete and chipping/shredding of green-waste materials, on property located at 17091 Clear Creek Road in an "HI-MR-FP" Heavy Industry with Mineral Resource and Floodplain Overlay Districts. Environmental Determination: Negative Declaration. Staff Recommendation: Adoption of the Negative Declaration and approval. L-010-390 ADOPTED NEGATIVE DECLARATION AND APPROVED
5. COMMISSION CONSIDERATION
a. GENERAL PLAN/HOUSING ELEMENT ANNUAL PROGRESS REPORT - State law requires that local agencies prepare and forward to the local legislative body and appropriate State agencies an annual report on the progress made toward implementing the broad polices of the General Plan and attaining the goals and objectives set forth in the Housing Element. The report is being provided to the Commission for information purposes. Staff Recommendation: Accept report. G-030-070 ACCEPTED REPORT
b. RECOMMENDATION TO THE CITY COUNCIL - Adoption of Memorandum of Understanding between the City of Redding and the Anderson-Cottonwood Irrigation District (ACID) Regarding Maintenance of ACID Lateral 3.1. Staff Recommendation: Recommend adoption to the City Council. W-030-700-010 RECOMMENDED ADOPTION TO THE CITY COUNCIL
