b. Public Hearing

(1) RECOMMENDATION TO THE CITY COUNCIL - REZONING APPLICATION RZ-2-10, by the City of Redding, to consider amending the Redding Municipal Code to allow chickens (hens only) to be raised on small lots in residential districts, subject to certain property-line and residence setbacks. Environmental Determination: Addendum to the Mitigated Negative Declaration that was adopted for the Zoning Code. Staff Recommendation: Recommend adoption of the Addendum and approval to the City Council. L-010-230  RECOMMENDED TO THE CITY COUNCIL ADOPTION OF THE ADDENDUM AND APPROVAL

5. COMMISSION CONSIDERATION - DOWNTOWN SPECIFIC PLAN AMENDMENT. The proposed Specific Plan Amendment includes revisions to provide consistency with the City’s Zoning Ordinance and recent amendments to the General Plan and modifications to certain development standards. These include:

• Incorporating direction from the Downtown Focus Area of the General Plan regarding residential density and building-height limits.

• Modifying the format of the Land Use Regulations Table to achieve consistency with the City's permit process and terminology adopted with the Zoning Ordinance in 2002.

• Modifying certain development standards related to building and parking setbacks.

• Modifying the provisions for a sign exception in the CBD; adding a provision for a freestanding identifier sign(s) in the CBD; and adding provisions accommodating preservation of existing downtown character signs.

• Providing minor clarifications to the design guidelines.

6. PUBLIC PARTICIPATION - This item is set aside for the public to address the Planning Commission on any items of concern not listed on the Agenda.

7. SHASTA COUNTY PLANNING COMMISSION REFERRAL ITEMS - None.
