(1) USE PERMIT APPLICATION UP-8-06, by Omnipoint Communications/T-Mobile, requesting approval to install a wireless-communication facility, consisting of a 95-foot-tall monopole antenna disguised to appear like a pine tree and a small ground-mounted equipment shelter on property located at 2277 College View Drive in a "PF" Public Facilities District. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. L-010-390  APPROVED

(2) TENTATIVE SUBDIVISION MAP APPLICATION S-11-06, PALISADES HEIGHTS SUBDIVISION, by Noel Yi, requesting approval to divide 2.84 acres into 10 lots for development of single-family homes on property located at 1026 Palisades Avenue in an "RS-3.5" Residential Single Family District. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. Continued from the meeting of March 13, 2007. S-101-118 APPROVED

(3) TENTATIVE SUBDIVISION MAP APPLICATION S-20-04, BEL AIR ESTATES, UNIT 3, by Ochoa & Shehan, Inc., requesting approval to divide 18.5 acres into 23 single-family residential lots on property located south of Quartz Hill Road and Bel Air Estates, Unit 1 (178, 180, 150, and 152 Quartz Hill Road), in an "RS-2" Residential Single Family District. Environmental Determination: Negative Declaration. Staff Recommendation: Adoption of Negative Declaration and Approval. S-101-037 ADOPTED NEGATIVE DECLARATION AND APPROVED

(4) TENTATIVE SUBDIVISION MAP APPLICATION S-24-05, BOTTLEBRUSH SUBDIVISION, by Hansen PSC, requesting approval to divide 9 acres into 28 single-family residential lots on property located at 530 Bottlebrush Drive in an "RS-3" Residential Single Family District. The project also includes a Development Agreement with the City of Redding, pertaining to use of City property for street access and stormwater management in exchange for construction of improvements in the Peppertree Park by the developer. Environmental Determination: Mitigated Negative Declaration. Staff Recommendation: Adoption of Mitigated Negative Declaration and Approval. S-101-108  RECOMMENDED TO THE CITY COUNCIL ADOPTION OF MITIGATED NEGATIVE DECLARATION AND APPROVAL

APPEALS: Decisions by the Planning Commission may be appealed to the City Council by submitting a written appeal, together with the applicable fee, within ten calendar days to the Development Services Department at 777 Cypress Avenue.
