(1) USE PERMIT APPLICATION UP-2-09 AND VARIANCE APPLICATION V-1-10, by Wayne White, requesting approval to construct 16 two-story apartments and a one-story manager’s residence, to allow a reduction to the standard creek buffer setback from Churn Creek, and to allow minor fill encroachment into the floodplain, on property located at 355 Churn Creek Road in an "RM-15" Residential Multiple Family District. Environmental Determination: Mitigated Negative Declaration. Staff Recommendation: Adoption of the Mitigated Negative Declaration and approval. L-010-390 and L-010-410  ADOPTED MITIGATED NEGATIVE DECLARATION AND APPROVED

(2) USE PERMIT APPLICATION UP-3-10 AND PARCEL MAP APPLICATION PM-2-10, by K2 Land and Investment, LLC, requesting approval of a mixed-use project consisting of a 2,910-square-foot business office and eleven residential rental units, combined in a two-story building on property located at 2550 Lanning Avenue (corner with Parkview Avenue). The office space is located on the ground floor facing Parkview Avenue, with residential units located in the remaining upper and lower floors. Total building area is 11,390 square feet. A tentative parcel map and condominium plan approval is also requested to create two airspace parcels in the building. The site is zoned "LO-MU-DR" Limited Office-Mixed Use Overlay-Design Review Overlay Districts. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. L-010-390 and L-010-150  APPROVED

(3) RECOMMENDATION TO THE CITY COUNCIL - REZONING APPLICATION RZ-1-10 AND GENERAL PLAN AMENDMENT GPA-1-10, by Randy Denham, requesting approval of the rezoning of property at 842 North Market Street from "GC-VR" General Commercial-Visitor/Retail District to "GC" General Commercial District. Also requested is amendment of the North Market Street Focus Area policies of the General Plan pertaining to the expansion of automobile-related uses along North Market Street. Environmental Determination: Addenda to the Mitigated Negative Declaration and Final EIR. Staff Recommendation: Recommend to the City Council adoption of the Addenda and approval. L-010-230 and G-030-010  RECOMMENDED TO THE CITY COUNCIL ADOPTION OF THE ADDENDA AND APPROVAL

(4) SITE DEVELOPMENT PERMIT APPLICATION SDP-D-2-10, by Dr. Everett Trevor, requesting approval to establish off-site employee parking (15 existing spaces) at the Pilgrim Congregational Church located at 2850 Foothill Boulevard to support additional office space in the existing medical-office building located at 1145 Whiskeytown Court. The medical-office property is zoned "GO" General Office District, and the church property is zoned "RS-2" Residential Single Family District. Environmental Determination: Categorically Exempt. Staff Recommendation: Denial. Referred from the Board of Administrative Review. L-010-390-750 APPROVED


(5) RECOMMENDATION TO THE CITY COUNCIL - REZONING APPLICATION RZ-3-10, by the City of Redding, to amend the text of Chapter 18.36, Public Facilities District, to clarify that the following uses are allowable uses in the Public Facilities District: (1) appropriate commercial businesses that support the otherwise public use of properties (such as occurs at the Redding Municipal Airport and other public facilities) and (2) supportive and transitional housing facilities. Environmental Determination: Addendum to the Mitigated Negative Declaration prepared for the Zoning Code. Staff Recommendation: Recommend to the City Council adoption of the Addendum and approval. L-010-230

RECOMMENDED TO THE CITY COUNCIL ADOPTION OF THE ADDENDUM AND APPROVAL

(6) RECOMMENDATION TO THE CITY COUNCIL - SPECIFIC PLAN AMENDMENT SPA-1-10, DOWNTOWN REDDING SPECIFIC PLAN. The proposed Specific Plan Amendment includes revisions to provide consistency with the City’s Zoning Ordinance and recent amendments to the General Plan and modifications to certain development standards. These include:

• Incorporating direction from the Downtown Focus Area of the General Plan regarding residential density and building-height limits.
• Modifying the format of the Land Use Regulations Table to achieve consistency with the City's permit process and terminology adopted with the Zoning Ordinance in 2002.
• Modifying certain development standards related to building and parking setbacks.
• Modifying the provisions for a sign exception in the "CBD" Central Business District; adding a provision for a freestanding identifier sign(s) in the "CBD"; and adding provisions for the accommodation and preservation of existing Downtown character signs.
• Providing minor clarifications to the design guidelines.

The amendments include an update regarding various accomplishments in implementation of the Specific Plan to date. An addendum to the Negative Declaration adopted with approval of the Specific Plan has been prepared for the Plan Amendment. The Specific Plan Area generally encompasses properties within the historic Redding Downtown Area east and west of Market Street between Cypress Avenue and the Sacramento River. Environmental Determination: Addendum to the Negative Declaration. Staff Recommendation: Recommend to the City Council adoption of the Addendum and approval. G-030-140  RECOMMENDED TO THE CITY COUNCIL ADOPTION OF THE ADDENDUM AND APPROVAL
