b. Public Hearing

(1) USE PERMIT APPLICATION UP-7-04, by Gary Larsen, RMP, LLC, requesting approval to develop 90 lots for Phase II of the Los Robles Estates Mobile Home Park, a mobile home community on approximately 24.6 acres, located at 994 Redwood Boulevard in an "RM-9-FP" Residential Multiple Family District with Floodplain Overlay District and "OS" Open Space District. The application also includes a request for a minor encroachment into the Boulder Creek floodplain for an access road. Environmental Determination: Negative Declaration. Staff Recommendation: Adoption of Negative Declaration and Approval. L-010-390  ADOPTED NEGATIVE DECLARATION AND APPROVED

(2) RECOMMENDATION TO THE CITY COUNCIL - TENTATIVE SUBDIVISION MAP APPLICATION S-13-06, LAKERIDGE COTTAGES SUBDIVISION; PLANNED DEVELOPMENT PLAN APPLICATION PD-6-06; GENERAL PLAN AMENDMENT APPLICATION GPA-9-06; AND REZONING APPLICATION RZ-12-06, by Thomas Martin and Associates, requesting approval to develop a 43-unit, small-lot single-family subdivision on 4.9 acres located at 11106 Campers Court. A General Plan amendment and rezone are requested to support the project: rezone from "GC" General Commercial District to "RM-9-PD" Residential Multiple Family District with Planned Development Overlay District and General Plan amendment from "Residential, 2 to 3.5 units per acre," "Residential, 6 to 10 units per acre," and "Greenway" to "Residential, 6 to 10 units per acre" (entire site). Environmental Determination: Mitigated Negative Declaration. Staff Recommendation: Adoption of the Mitigated Negative Declaration and approval to the City Council. S-101-120, G-030-010, L-010-230, and L-010-211-032  RECOMMENDED TO THE CITY COUNCIL ADOPTION OF MITIGATED NEGATIVE DECLARATION AND APPROVAL

5. COMMISSION CONSIDERATION - Recommendation to the City Council regarding adoption of Council Policy and Amendment to Chapter 18.42 (Sign Ordinance) of the Redding Municipal Code. This proposal will allow banners at specified locations along public streets for promotion of public and nonprofit events.

6. PUBLIC PARTICIPATION - This item is set aside for the public to address the Planning Commission on any items of concern not listed on the Agenda.

7. SHASTA COUNTY PLANNING COMMISSION REFERRAL ITEMS - None.

APPEALS: Decisions by the Planning Commission may be appealed to the City Council by submitting a written appeal, together with the applicable fee, within ten calendar days to the Development Services Department at 777 Cypress Avenue.
