(1) USE PERMIT APPLICATION UP-2-10, by the City of Redding, requesting approval to allow an encroachment into the 100-year floodplain of the Sacramento River associated with improvements to the existing South Bonnyview Road boat-launch facility on property located at 3855 South Bonnyview Road in a "PF" Public Facilities District. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. L-010-390  APPROVED

(2) RECOMMENDATION TO THE CITY COUNCIL - REZONING APPLICATION RZ-4-10, by the City of Redding, requesting approval to amend Zoning Code Chapter 18.31 to establish a base density of 20 units per acre for housing developments that are affordable to lower-income households in the "RM-12," "RM-15," and "RM-18" Districts, if those projects "reserve" at least 35 percent of their units for lower-income households. Environmental Determination: Addendum to the Mitigated Negative Declaration prepared for the Zoning Code. Staff Recommendation: Recommend to the City Council adoption of the Addendum and approval. L-010-230  RECOMMENDED ADOPTION OF THE ADDENDUM AND APPROVAL

(3) RECOMMENDATION TO THE CITY COUNCIL - FINAL ENVIRONMENTAL IMPACT REPORT EIR-1-08, prepared for the Salt Creek Heights Subdivision/Planned Development project (Project). The Project consists of a proposal to divide approximately 273 acres for the development of 440 residential units, a 13.9-acre public park, and retention of open space (S-15-07). The Project also includes Rezoning Application RZ-6-07 and Planned Development Plan PD-11-07, to apply the "PD" Planned Development Overlay District to the property, and a Development Agreement. The Project site is generally located north of Eureka Way (SR 299) and west of Buenaventura Boulevard at the western city limits. Staff Recommendation: Recommend to the City Council adoption of EIR-1-08. L-010-075 RECOMMENDED CERTIFICATION OF THE EIR

(4) RECOMMENDATION TO THE CITY COUNCIL - SALT CREEK HEIGHTS SUBDIVISION/PLANNED DEVELOPMENT PROJECT (PROJECT), by Sierra Pacific Industries, on property generally located north of Eureka Way (SR 299) and west of Buenaventura Boulevard at the western city limits. Environmental Determination: Environmental Impact Report. The project consists of the following applications: 

Tentative Subdivision Map Application S-15-07, Salt Creek Heights Subdivision. Subdivide property to create 440 residential units of mixed housing types, which include 248 standard single-family units, 96 clustered garden-court single-family units, and 96 apartment units. S-101-135

Planned Development Plan Application PD-11-07, Salt Creek Heights Planned Development Plan. A planned development request to allow single-family residential lots in an "RM" Residential Multiple Family District and lot-size and configuration exceptions to accommodate the various housing styles and to establish overall project-design parameters. L-010-211-043

Rezoning Application RZ-6-07. Rezone the entire Project site to apply the "PD" Planned Development Overlay District. L-010-230

Salt Creek Heights Development Agreement. An agreement between the Project Applicant and the City, allowing credit against the Project’s park-development fee obligations in exchange for construction of a public neighborhood park as a component of Project development. The Agreement also addresses off-site sewer improvements and the project approval period. S-101-135

Environmental Determination: Accept EIR-1-08. Staff Recommendation: Recommend to the City Council approval of the Project.  RECOMMENDED APPROVAL
