(1) FINAL ENVIRONMENTAL IMPACT REPORT EIR-2-03, prepared for the Westridge Master Plan and Annexation Area (Project). In summary, the Project consists of the potential subdivision of approximately 400 acres to create 296 single-family residential homes, a neighborhood park consisting of approximately 13 to 20 acres, and open-space areas. Within the Master Plan Area, applications have been submitted for a General Plan land use amendment, a rezoning, two subdivision maps, an annexation request, and a prezoning request. A General Plan amendment for the removal of Canyon Creek Road between Placer Road and Blazingwood Drive from the General Plan Transportation Element has also been requested. The tentative subdivision map applications submitted within the Master Plan Area represent 198 residential lots (132 lots requested by Greenview Development and 66 lots requested by Guiton, Gerboth, and Guiton). The Master Plan includes consideration of annexation of additional lands lying between the project site and Placer Road and Power Line Road. The Project site is generally located northeast of Power Line Road, east of Placer Road, and west of the Canyon Creek Road terminus at Blazingwood Drive. Staff Recommendation: Recommend certification to the City Council.  RECOMMENDED CERTIFICATION TO THE CITY COUNCIL

(2) WESTRIDGE MASTER PLAN ANNEXATION, consisting of annexations and prezoning of approximately 126 acres, containing the following elements:

(a) Annexation Application AN-1-04, to annex approximately 52.58 acres on the east side of Placer Road located north of Power Line Road and south of Campo Calle (Greenview Annexation). A-150

(b) Annexation Application AN-2-04, to annex approximately 23.59 acres along the north and south sides of Campo Calle (Campo Calle Annexation). A-150

(c) Annexation Application AN-3-04, to annex approximately 50.19 acres located between Power Line Road and the terminus of Sunglow Avenue (Power Line Annexation). A-150

Environmental Determination: Within scope of EIR-2-03. Staff Recommendation: Approval of Greenway and Campo Calle Annexations.  RECOMMENDED APPROVAL OF AN-1-04 AND AN-2-04 TO THE CITY COUNCIL AND NOT AN-3-04

(3) GENERAL PLAN AMENDMENTS AND REZONING

(a) General Plan Amendment Application GPA-7-03, to remove the Canyon Creek Road extension to Placer Street from the General Plan Transportation Element. Environmental Determination: Within scope of EIR-2-03. Staff Recommendation: Approval. G-030-010  RECOMMENDED APPROVAL TO THE CITY COUNCIL

(b) General Plan Amendment Application GPA-3-04, to change the land use classification of approximately 24.6 acres associated with the Westridge Master Plan Area and generally located east of Power Line Road and immediately north of the City-limit boundary from "Residential, 1 to 5 acres per unit" to "Residential, 2 to 3.5 dwelling units per acre." Environmental Determination: Within scope of EIR-2-03. Staff Recommendation: Approval. G-030-010  RECOMMENDED APPROVAL TO THE CITY COUNCIL

(c) Rezoning Application RZ-11-03, to prezone lands within the Westridge Master Plan Annexation Area to "RE-1" Residential Estate District, "RS-3" Residential Single Family District, and "OS" Open Space District and to apply the "OS" Open Space District to open-space lands shown on the Westridge II and Westridge III subdivision maps. Environmental Determination: Within scope of EIR-2-03. Staff Recommendation: Approval. L-010-230 RECOMMENDED APPROVAL TO THE CITY COUNCIL

(4) TENTATIVE SUBDIVISION MAP APPLICATION S-4-04, WESTRIDGE II SUBDIVISION, by Guiton, Gerboth, and Guiton, proposing to develop a subdivision of 44.71 acres to create 66 single-family lots and open space on property generally located northeast of Power Line Road, east of Placer Road, and west of the Canyon Creek Road terminus at Blazingwood Drive. Environmental Determination: EIR-2-03. Staff Recommendation: Recommend approval to the City Council. S-101-068  RECOMMENDED APPROVAL TO THE CITY COUNCIL

 

(5) TENTATIVE SUBDIVISION MAP APPLICATION S-19-03, WESTRIDGE III SUBDIVISION, by Greenview Development, proposing to develop a subdivision of 236.54 acres to create 132 single-family lots and open space on property generally located northeast of Power Line Road, east of Placer Road, and west of the Canyon Creek Road terminus at Blazingwood Drive. Environmental Determination: EIR-2-03. Staff Recommendation: Recommend approval to the City Council. S-101-068  RECOMMENDED APPROVAL TO THE CITY COUNCIL

 

(6) AMENDMENT TO USE PERMIT UP-6-03, by Gateway Pacific Properties, requesting an amendment to certain conditions of approval to allow phased street-frontage improvements, pending acquisition of off-site right-of-way by Gateway Pacific Properties and/or the City of Redding. The project frontage and off-site street improvements include widening of Hilltop Drive and Browning Street, as well as other traffic-control measures. The project consists of development of a 178,000-square-foot retail center on property located at 1085 and 1001 Hilltop Drive and 851 Browning Street in an "RC" Regional Commercial District. Environmental Determination: Addendum to a Mitigated Negative Declaration. Staff Recommendation: Approval. L-010-390  APPROVED

(7) RECOMMENDATION TO THE CITY COUNCIL - AMENDMENT TO TITLE 18 (ZONING), CHAPTER 18.42 (SIGNS) OF THE REDDING MUNICIPAL CODE, by deleting Subsection 18.42.070.I (Exempted Signs) and adding new Subsection 18.42.040.T (Standards for Certain Types of Signs) relating to temporary street banners. Environmental Determination: Not applicable. Staff Recommendation: Approval. L-010-500  RECOMMENDED APPROVAL TO THE CITY COUNCIL

6. COMMISSION CONSIDERATION - Consideration of extending Commission-adopted rules of conduct for public hearings.  ADOPTED GUIDELINES FOR CONDUCT AT PUBLIC HEARINGS

APPEALS: Decisions by the Planning Commission may be appealed to the City Council by submitting a written appeal, together with the applicable fee, within ten calendar days to the Development Services Department at 777 Cypress Avenue.
