b. Public Hearing

(1) RECOMMENDATION TO THE CITY COUNCIL - REZONING APPLICATION RZ-1-09, by the City of Redding, proposing to add Section 18.43.160 pertaining to "Shelters for the Homeless" to the Redding Zoning Code (Code). Also under consideration are amendments to the Code definitions of "homeless shelters," "transitional housing," and "supportive housing," as well as regulations pertaining to the zoning districts in which these uses will be allowed. The amendments will bring the City into compliance with recent changes to state law that require local jurisdictions to allow homeless shelters with limited restrictions in at least one zoning district and to treat transitional and supportive housing as residential uses. The proposed ordinance amendments would allow homeless shelters in the "HC" Heavy Commercial District if they comply with the standards specified by the ordinance. Environmental Determination: Addendum to the Mitigated Negative Declaration prepared for the Zoning Ordinance. Recommendation: Recommend to the City Council adoption of the Addendum and approval. 6. COMMISSION CONSIDERATION

HOUSING ELEMENT UPDATE - Numerous changes to Housing Element law have been implemented by the state over the past three years, several of which have a significant impact on the preparation and implementation of the required update of the General Plan Housing Element. Among the most significant changes is a requirement to rezone substantive property at a minimum of 20 units per acre. The purposes of this item are to (1) advise the Commission of recent changes to the law and (2) determine the method that the Element should use in identifying those residential properties that will need to be rezoned to accommodate a density of at least 20 units per acre. Recommendation: Appoint three Planning Commission members to work with staff to produce the final draft of the Element. G-030-070


7. PUBLIC PARTICIPATION - This item is set aside for the public to address the Planning Commission on any items of concern not listed on the Agenda.

8. SHASTA COUNTY PLANNING COMMISSION REFERRAL ITEMS - None.

9. COMMISSIONERS' COMMENTS - Board of Administrative Review approval of Site Development Permit SDP-2-09, by R and L Carriers, to add 23 truck bay doors to the existing 5 truck bay door terminal/warehouse building and expand the building with an approximately 2,318-square-foot office addition on property located at 7893 Eastside Road in an "HI" Heavy Industry District.
