(1) USE PERMIT APPLICATION UP-11-07, by The McConnell Foundation, requesting approval to construct a visual and performing arts school campus for Redding School of the Arts, a kindergarten through 8th grade public charter school, on property located at 975 and 987 Gilbralter Road and 800 Roseland Street in an "RS-3" Residential Single Family District. Environmental Determination: Mitigated Negative Declaration. Staff Recommendation: Adoption of the Mitigated Negative Declaration and approval. L-010-390 ADOPTED MITIGATED NEGATIVE DECLARATION AND APPROVED
(2) RECOMMENDATION TO THE CITY COUNCIL - THE RESERVE AT GOLD HILLS SUBDIVISION PROJECT, by Brian Burk and Ed Beaulac, consisting of the following requests:
(a) TENTATIVE SUBDIVISION MAP APPLICATION S-4-05, THE RESERVE AT GOLD HILLS SUBDIVISION, UNITS 2 AND 3, proposing to divide 32.6 acres into 114 single-family residential lots in two distinct units. Unit 2 is proposed as a planned development and comprises 50 of the 114 lots and is designed as an addition to the earlier approved Reserve at Gold Hills Planned Development. Unit 3 is to be developed as a standard single-family subdivision, consisting of 64 lots, and is not a part of the Planned Development. The property is generally located east of Gold Hills Drive and south of Oasis Road in an "RM-6" Residential Multiple Family District and "RS-3" Residential Single Family District.
(b) PLANNED DEVELOPMENT PLAN APPLICATION PD-8-07, for a planned development associated with the 50 lots proposed with Unit 2.
(c) REZONING APPLICATION RZ-3-07, proposing to rezone the Unit 2 planned development site from "RM-6" Residential Multiple Family District to "RM-6-PD" Residential Multiple Family District with Planned Development Overlay District.
Environmental Determination: Mitigated Negative Declaration. Staff Recommendation: Recommend to the City Council adoption of the Mitigated Negative Declaration and approval. S-101-083 CONTINUED TO A DATE UNCERTAIN
(3) TENTATIVE SUBDIVISION MAP S-7-03, SHASTINA RANCH SUBDIVISION, AND PLANNED DEVELOPMENT PLAN PD-5-04, granting Shastina Ranch Partners permission to subdivide 224 acres into 446 single-family residential lots on property generally located south of Rancho Road and lying on both sides of Clover Creek in an "RS-3-PD" Residential Single Family District and "OS" Open Space District. Request for a three-year extension. Environmental Determination: N/A. Staff Recommendation: Approval. S-101-057 APPROVED EXTENSION
(4) RECOMMENDATION TO THE CITY COUNCIL - GENERAL PLAN AMENDMENT APPLICATION GPA-2-08, initiated by the City of Redding. The proposed General Plan amendment would modify the Circulation Plan map and accompanying road-improvement descriptions of the Transportation Element (Element) of the General Plan. The Circulation Plan map and project descriptions describe major improvements to the City’s street system that will be needed to accommodate future growth and development in the City through 2020 and beyond. The proposed amendments reflect the findings of numerous traffic studies that have been done since the Element was adopted in 2000 and would consolidate the findings of those studies into the Element. Environmental Determination: Addendum to the Environmental Impact Report. Staff Recommendation: Recommend to the City Council adoption of the Addendum to the Environmental Impact Report and approval. c. Public Meeting
(1) DRAFT ENVIRONMENTAL IMPACT REPORT EIR-3-06, by S & J Development, Inc. Accept public comment on the Draft EIR for Tentative Subdivision Map Application S-18-05, Highland Park Subdivision and Planned Development, a proposal to subdivide approximately 95 acres to create building sites for a mix of housing types totaling 420 residential units. This total consists of 181 standard single-family homes, 72 single-family homes built in clusters around a common-driveway court, 111 townhomes, and a 56-unit apartment complex. The project site is generally located north of Tanglewood Drive and east of Interstate 5 at 850 Mission De Oro Drive and 520, 670, and 672 Davis Ridge Road. The site is currently zoned "RS-3.5" Residential Single Family District, "RM-6" Residential Multiple Family District, and "RM-12" Residential Multiple Family District. Rezoning would apply the "PD" Planned Development Overlay District to the entire project site and will result in the application of the "OS" Open Space District to certain steep-slope areas on the property.
