(1) RECOMMENDATION TO THE CITY COUNCIL - DEVELOPMENT AGREEMENT AMENDMENT FOR TENTATIVE SUBDIVISION MAP S-2-97, AVALON SUBDIVISION, which granted Jeff Mora an extension of the subdivision map approval to create 55 lots for development of single-family homes on 40 acres generally located north of Hollow Lane and east of Twin Tower Drive in an "RS-3" Residential Single Family District. The applicant is requesting that the City of Redding grant an extension of the expiration date of the development agreement and subdivision approval in exchange for additional right-of-way necessary to construct portions of Shasta View Drive. Environmental Determination: Previously approved Addendum to the Mitigated Negative Declaration prepared for the subdivision. Staff Recommendation: Recommend approval to the City Council. S-101-024  Recommended approval to the City Council.

(2) RECOMMENDATION TO THE CITY COUNCIL - REZONING RZ-3-09, by the City of Redding, to consider several proposed City-initiated amendments to the City of Redding Zoning Map. These amendments are intended to ensure that the zoning of the affected properties is consistent with the General Plan as required by state law. These corrections amount to a technical "cleanup" of the Zoning Map and will not affect the existing uses of these properties. Environmental Determination: Addendum to the Mitigated Negative Declaration prepared for the Zoning Map. Staff Recommendation: Recommend adoption of the Addendum and approval to the City Council. The properties affected by the amendments are identified below:

1. Churn Creek Road/Alrose Lane. Amend the Zoning Map on approximately 2.5 acres of the 13-acre property from "RM-9" Residential Multiple Family District to "GC" General Commercial District. The proposed amendment would reclassify the existing commercial center to an appropriate zoning district consistent with the General Plan.

2. Portion of the Mountain Shadows Mobile Home Park. Amend the Zoning Map from "OS" Open Space District to "RM-10" Residential Multiple Family District. The area subject to the proposed amendment is currently developed with a recreational-vehicle storage area and occupied mobile-home spaces.

3. 2431 Radio Lane. Amend the Zoning Map from "RS-2" Residential Single Family District to "GI" General Industry District. The subject property is classified as "GI" General Industry District on the General Plan Diagram and has been used for commercial and industrial uses for decades.


4. 941 Springer Drive. Amend the Zoning Map from "RS-3.5" Residential Single Family District to "PF" Public Facilities District. This 2.8-acre City-owned property contains a municipal water tank, as well as Bobwhite Park. The General Plan Diagram classifies the property as "PF-I" Public Facilities or Institutional District.

(3) RECOMMENDATION TO THE CITY COUNCIL - REZONING RZ-4-09, by the City of Redding, to consider several proposed amendments to the text of the Redding Municipal Code (RMC). The amendments include several technical corrections to Title 18, Zoning Ordinance, to clarify certain provisions related to parking, signs, allowed uses in various zoning districts, trash-container enclosure requirements, and similar items. Also under consideration are amendments to Chapters 18.51 and 18.61 regarding the Floodplain Overlay District and the Floodplain Terms to update certain definitions and provisions in accordance with the Federal Emergency Management Agency standards. The amendments will also correct typographical and similar errors. Environmental Determination: Addendum to the Mitigated Negative Declaration prepared for the Zoning Ordinance. Staff Recommendation: Recommend adoption of the Addendum and approval to the City Council. L-010-230 Recommended adoption of the Addendum and approval to the City Council.
