(1) TENTATIVE SUBDIVISION MAP APPLICATION S-2-09 AND PLANNED DEVELOPMENT PLAN PD-2-02 AMENDMENT, EAST OAK ESTATES SUBDIVISION, by Ron Mygrant, requesting approval to merge and resubdivide certain undeveloped lots in the East Oak Estates Subdivision to support development of single-story residential duplexes in lieu of previously approved two-story fourplex buildings. The merger and resubdivision will result in the conversion of 14 existing lots into 25 new lots supporting 50 total residential units and the partial abandonment and reestablishment of certain public-service easements as necessary to conform to the new Planned Development Plan. The project is located in south Redding at Heavenly Oak Lane and Mighty Oak Lane in an "RM-9-PD" Residential Multiple Family District with Planned Development Overlay District. Environmental Determination: Previously approved Mitigated Negative Declaration. Staff Recommendation: Approval. S-101-048 and L-010-211-004  APPROVED

(2) RECOMMENDATION TO THE CITY COUNCIL - GENERAL PLAN AMENDMENT GPA-1-09, by the City of Redding, requesting approval of amendments to the General Plan’s Natural Resources Element and Health and Safety Element, which are necessary to comply with recent changes in state law that requires the General Plan to (1) identify groundwater-recharge and floodwater-management areas; (2) identify sources of flood-related information available from the state; and (3) summarize the provisions of the City’s Floodplain Ordinance within the Health and Safety Element. Environmental Determination: Addendum to the General Plan Environmental Impact Report. Staff Recommendation: Recommend to the City Council adoption of the Addendum to the General Plan Environmental Impact Report and approval. G-030-010  RECOMMENDED ADOPTION OF ADDENDUM AND APPROVAL TO THE CITY COUNCIL

5. COMMISSION CONSIDERATION - GENERAL PLAN CONSISTENCY—Draft Lake Boulevard Planning Area Revitalization Plan by Sarah Haddox, Redding Redevelopment Agency. R-030-100
