(1) SITE DEVELOPMENT PERMIT APPLICATION SDP-21-07, by Brent Weaver, requesting approval for construction of an approximately 16,000-square-foot, two-story mixed-use building, consisting of commercial space on the bottom floor and three apartments and office space on the second floor. The property is located at 1300 Market Street (southwest corner of Market Street and Shasta Street) in the "CBD-SP" Central Business District of the Downtown Redding Specific Plan. L-010-390-700 APPROVED
(2) USE PERMIT APPLICATION UP-8-07, by Michael Medley, requesting approval to encroach into the 100-year floodplain of Oregon Gulch Creek for the purpose of creating building pads on property located at 2061, 2071, 2081, and 2091 Kenyon Drive in an "RS-3.5" Residential Single Family District. Environmental Determination: Categorically Exempt. Staff Recommendation: Approval. L-010-390 APPROVED
(3) RECOMMENDATION TO THE CITY COUNCIL - GENERAL PLAN AMENDMENT APPLICATION GPA-1-07 AND REZONING APPLICATION RZ-5-07, GENERAL PLAN DIAGRAM AND ZONING MAP CLEANUP, by the City of Redding, requesting amendments to the Redding General Plan and corresponding amendments to the Zoning Map, where applicable. These amendments are intended to ensure that the General Plan and Zoning Map better reflect existing land uses and residential densities in the given areas and are consistent with each other. Environmental Determination: Previously approved Addendum to the Mitigated Negative Declaration adopted for the Zoning Map and previously approved Addendum to the Environmental Impact Report adopted for the 2000–2020 General Plan. Staff Recommendation: Recommend approval to the City Council. The general location of properties affected by the amendments are identified below: RECOMMENDED APPROVAL TO THE CITY COUNCIL
(a) 2615 Victor Avenue. Amend Zoning Map from "RS-3.5" Residential Single Family District to "GC" General Commercial District.
(b) Eureka Way/10th Street. Amend General Plan Diagram from "GC" General Commercial to "LO" Limited Office. Amend Zoning Map from "LO" Limited Office District to "RM-12" Residential Multiple Family District and from "RM-12" Residential Multiple Family District to "GC-VR" General Commercial-Visitor/Retail District.
(c) 2535 Shasta View Drive. Amend General Plan Diagram from "PF-I" Public Facilities Institutional to "LO" Limited Office and "Residential, 2 to 3.5 units per acre." Amend Zoning Map from "PF" Public Facilities District to "LO" Limited Office District and "RS-3.5" Residential Single Family District.
(d) 2192 Civic Center Drive. Amend General Plan Diagram from "PF-I-S" Public Facilities-Institutional-School to "GO" General Office. Amend Zoning Map from "PF" Public Facilities District to "GO" General Office District.
(e) Waldon/California/Sonoma Streets. Amend General Plan Diagram from "GO" General Office and "Residential, 3.5 to 6 units per acre" to "Residential, 6 to 10 units per acre." Amend Zoning Map from "RM-9" Residential Multiple Family District to "RS-3.5" Residential Single Family District.
(f) Churn Creek Road/Del Monte Drive. Amend General Plan Diagram from Heavy Commercial; Shopping Center; and "Residential, 10 to 20 units per acre" to "General Commercial." Amend Zoning Map from "SC" Shopping Center District and "RM-15" Residential Multiple Family District to "GC-VR" General Commercial-Visitor/Retail District.
5. COMMISSION CONSIDERATION
a. General Plan Conformity - Capital Improvement Plan 2007-08 through 2012-13. ACCEPTED REPORT AND FOUND TO BE IN CONFORMANCE WITH GENERAL PLAN
b. Accept the final report of the General Plan Update Committee to the City of Redding, which includes recommendations to amend various policies of the Community Development and Design Element of the General Plan related to community form, building heights, and regional commercial locations and land uses. ACCEPTED REPORT
