b. Public Hearing

(1) TENTATIVE SUBDIVISION MAP S-2-05, CROWN MEADOW ESTATES SUBDIVISION, UNIT 2, which granted approval to create 47 parcels for single-family residential development on property located generally south of Girvan Road, between Pit Road and Platinum Way, in an "RS-3" Residential Single Family District. Amendment of Condition 9, pertaining to density-increase provisions, is being requested by Ochoa and Shehan Builders, Inc., to allow use of energy-efficient "Earth Advantage" construction for all remaining homes in substitution of an existing requirement for side-entry garages on certain lots. Environmental Determination: Consistent with previously approved Negative Declaration. Staff Recommendation: Approval. S-101-074 APPROVED

(2) USE PERMIT APPLICATION UP-13-07, by Vitalis Partners, requesting approval to construct a 200,000-square-foot retail/office commercial center on 27 acres located on the east side of Churn Creek Road between Arizona Street and South Bonnyview Road in an "SC" Shopping Center District. The project includes 130,000 square feet of box-type retail encompassed within three major tenant buildings; small inline retail stores; and freestanding retail, bank, office, and restaurant pads. Environmental Determination: Mitigated Negative Declaration. Staff Recommendation: Adoption of the Mitigated Negative Declaration and approval. L-010-390 CONTINUED TO MEETING OF DECEMBER 9, 2008

(3) RECOMMENDATION TO THE CITY COUNCIL - REZONING APPLICATION RZ-3-08, by the City of Redding, to consider amending several sections of the City’s Zoning Ordinance (Title 18). The proposed amendments are intended to clarify certain existing provisions, correct typographical and cross-reference errors, and to reflect recent changes in state law. The action is considered a technical update of the Zoning Code and affects such topics as permit application procedures, expanding the types of activities that are exempt from permit requirements, bringing the Code into compliance with state disabled-persons' accessibility requirements, and items of a similar nature. Environmental Determination: Addendum to the Mitigated Negative Declaration adopted for the Zoning Code. Staff Recommendation: Recommend adoption of the Addendum and approval to the City Council. L-010-230 RECOMMENDED ADOPTION OF ADDENDUM AND APPROVAL TO THE CITY COUNCIL

(4) RECOMMENDATION TO THE CITY COUNCIL - GENERAL PLAN AMENDMENT APPLICATION GPA-3-08 AND REZONING APPLICATION RZ-2-08, by the City of Redding, proposing City-initiated amendments to the Redding General Plan and corresponding amendments to the Zoning Map. The Commission will also consider amending the map of the Downtown Redding Specific Plan Zoning Districts. These amendments are intended to ensure that the General Plan and Zoning Map better reflect existing and planned land uses in the given areas. These corrections amount to a technical "cleanup" of the General Plan Diagram and Zoning Map and affect predominantly already developed properties. Environmental Determination: Addendum to the Mitigated Negative Declaration adopted for the Zoning Map and Addendum to the Environmental Impact Report adopted for the 2000–2020 General Plan. Staff Recommendation: Recommend adoption of the Addendums and approval to the City Council. L-010-230 and G-030-010 RECOMMENDED ADOPTION OF ADDENDUMS AND APPROVAL TO THE CITY COUNCIL

The general locations of properties affected by the amendments are identified below:

(a) Abernathy Lane. Amend the General Plan Diagram on these City of Redding-owned properties from "Heavy Commercial" to "Public Facilities or Institutional."
(b) 1675 & 1695 Beltline Road; 18185 Oasis Road. Amend the General Plan Diagram from "General Industry" to "Public Facilities or Institutional"; and amend the Zoning Map from "RM-6" Residential Multiple Family District to "PF" Public Facilities District and "GI" General Industry District.
(c) 2980, 2986, & 2990 Forest Hills Drive. Amend the Zoning Map from "OS" Open Space District to "RS-2" Residential Single Family District.
(d) 1222 Jaxon Way. Amend the Zoning Map from "OS" Open Space District to "RS-4" Residential Single Family District.
(e) Gordon Lane/Harpole Road area. Amend the Zoning Map from "OS" Open Space District to "RS-3.5" and "RS-4" Residential Single Family Districts.
(f) Pine Street (east side) between Placer Street and South Street. Amend the General Plan Diagram from "General Commercial" to "Mixed Use Core"; amend the Zoning Map from "GC-VR" General Commercial-Visitor/Retail District to "CBD" Central Business District; and amend the "CBD" Central Business District boundary on the Downtown Redding Specific Plan Zoning Districts map to include additional properties.
(g) Placer Street at Continental Street. Amend the General Plan Diagram from "General Office" to "Public Facilities or Institutional"; amend the Zoning Map from "GO" General Office District to "PF" Public Facilities District and "RM-10" Residential Multiple Family District.
(h) 1506 & 1520 West St; 1909 Butte Street; 1450 Court Street. Amend the General Plan Diagram from "General Office" and "Limited Office" to "Public Facilities or Institutional"; amend the Zoning Map from "GO" General Office District and "LO" Limited Office District to "PF" Public Facilities District.
(i) 2053, 2077, 2165, & 2163 College View Drive. Amend the General Plan Diagram from "Residential, 10 to 20 units per acre" and "Neighborhood Commercial" to "Public Facilities or Institutional"; and amend the Zoning Map from "RM-12" Residential Multiple Family District and "NC" Neighborhood Commercial District to "PF" Public Facilities District.
