a. Consent Calendar - None.

b. Public Hearing

(1) RECOMMENDATION TO THE CITY COUNCIL—REZONING APPLICATION RZ-5-09, by the City of Redding, to consider the following proposed amendments to the Zoning Code, all pertaining to the use of medical marijuana for personal use:

(a) Section 18.15.030(V). To establish zoning-exception provisions pertaining to the minimum required setbacks and maximum allowable area for medical marijuana cultivation at private residences.

(b) Schedule 18.33.020-A. To designate those zoning districts where medical marijuana cooperatives and collectives may be lawfully established.

(c) Section 18.43. To add new Subsection 18.43.100 establishing standards for the cultivation of medical marijuana for personal use at private residences.

(d) Chapter 18.61. To add definitions for "Medical Marijuana Cooperative or Collective," "Primary Caregiver," and "Qualified Patient."

Environmental Determination: Addendum to the Mitigated Negative Declaration adopted for the Zoning Code. Staff Recommendation: Recommend adoption of the Addendum and approval of the amendments to the City Council. M-020

5. COMMISSION CONSIDERATION - Consideration of Healthy Communities Resolution: A resolution proposed by the Healthy Eating Active Living Campaign, which encourages the City to take additional steps to facilitate a more active lifestyle and better nutrition among City residents. The resolution has received support from the City's Community Services Advisory Commission. L-010

6. PUBLIC PARTICIPATION - This item is set aside for the public to address the Planning Commission on any items of concern not listed on the Agenda.

7. SHASTA COUNTY PLANNING COMMISSION REFERRAL ITEMS - None.
