The
City of Redding HOME Rental Program (HRP) currently
provides long-term, low-interest loans for rehabilitation
and acquisition/rehabilitation of rental properties
occupied by low-income tenants. The purpose of the
program is to increase the supply of decent, safe,
sanitary and affordable rental housing while revitalizing
neighborhoods within the community.
Eligible
Projects:
A wide variety of projects, within the City of Redding
limits, are eligible for HRP funding. Eligible repairs
under the HRP loan program may include roofing, plumbing
and electrical improvements, replacement of floor
coverings, fencing, and energy conservation measures,
such as insulation, window replacement and weatherstripping.
Acquisition of rental property is only allowed when
combined with the rehabilitation of the project.
In
addition to the above-mentioned deficiency repairs,
general site improvements, such as paved parking,
construction of curb, gutters and sidewalks, and connection
to City sewer and water utilities may be required
on HRP-funded projects.
Who
Can Apply:
For-profit and non-profit developers who own substandard
units or are in the process of acquiring a property
in need of rehabilitation. |
