ABOUT THE POSITION


Salary Range: $5,421 to $8,613 per month

Posting Date: July 30, 2012

The City of Redding is seeking an Electric Utility Resource Planner to coordinate the identification and development of electric utility resources (generation, transmission, and/or demand side management projects, wheeling and purchased power contracts). An eligibility list is being established to fill the current vacancy as well as subsequent vacancies that occur during the life of the list.

EXAMPLES OF DUTIES


Design and implement financial/operational computer studies required to formulate recommendations in connection with the feasibility of resource development activities; manage the development of electric power resources, including generation/transmission projects and power contracts; design and/or utilize computer models to analyze electric utility loads, resources, contracts and economics, and to prepare statistical, feasibility and sensitivity analyses; administer consulting contracts; prepare requests for consultant proposals and evaluate such proposals; coordinate electric utility resource projects; acquire, manage and maintain data used by utility for planning purposes; prepare and present public relations materials, feasibility/sensitivity reports and other technical reports as required; provide the projections of, planning for, and development of long-range strategic plans to assure adequate capacity and reliability at lowest cost; interface with State and Federal legislative and regulatory bodies regarding resource development; screen new proposed projects; analyze and make recommendations regarding wholesale or retail electric utility rates; and perform other related duties as assigned.

QUALIFICATIONS


Knowledge of: Various electric power resources; resource planning (including personal computers, software, and production cost and financial models used therefore); power contracts; State and Federal energy regulations; and electric utility operating practices and procedures.

Ability to: Interact effectively with the public and employees; prepare/present complex studies and various reports for/to governing commissions and regulatory agencies; negotiate agreements with Federal and State agencies; and communicate effectively in both oral and written manner.

Education/Experience: Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying; typical education would include a Bachelor's degree in engineering, mathematics, economics, or physical sciences from an accredited college, university, or equivalent. Typical experience would include five years of relevant experience in electric utility resource development, planning and contract negotiations, including a working knowledge of pertinent Federal and State regulatory procedures, resource planning models, and wholesale/retail rate design; or modeling electrical utility operations including load forecasting, resource planning and wholesale/retail rate design; three of the five years of appropriately related electric utility experience. Experience performing detailed production cost analyses desirable.

Special Requirements: Professional registration in the appropriate engineering discipline, or advance college degree is desirable. Possession of the appropriate valid California driver's license, or the ability to acquire one within ten days of appointment.

Veterans Credit: Veterans who have received an honorable discharge from the military service and receive a passing score on the examination will have 2 points added to their final examination score. To obtain this credit, veterans MUST provide a copy of the DD214, indicating honorable discharge, WITH EACH EMPLOYMENT APPLICATION BEFORE THE CLOSING DATE.

Test Requirements: An oral board examination will be administered.
