ABOUT THE POSITION
Salary Range: $4,817 - $6,778 per month

The Water Division of the Municipal Utilities Department is establishing an eligibility list to fill a current Water Systems
Specialist vacancy. Incumbents in this position assist and direct in all types of job duties associated with the management and
implementation of the cross-connection control program, meter testing and replacement program, fire-flow testing program,
service installations and repair, and residential and commercial fire services coordination.

EXAMPLES OF DUTIES
Perform a variety of complex research
work, and may have responsibility for supervision of other projects or
the Water Utility including customer relations and utility field
representation; provide technical assistance in the development,
administration and implementation of the City's cross-connection
control program, meter testing and replacement program,
fire-flow testing program; assist in formulating program goals and
procedures by keeping abreast of new local, state and federal codes and
regulations pertaining to water; conduct surveys to identify
cross-connections that are likely to occur and
perform water conservation audits; coordinate the City's
specifications, purchasing and contracts for the testing and
maintenance of customers' cross-connection control devices, water
meters and other materials for the water system; enforce
all provisions pertaining to the health and safety of the water system,
and identify potential health hazards to the public water
supply at the user's connection or within the user's premises or both;
coordinate and/or field test new installation backflow
devices, water meters, and spot-check the accuracy of contractor test
equipment; provide fire flow testing data as required by
Development Services Engineering and the Fire Department; develop grant
proposals to improve infrastructures of the Water
Utility; act as departmental liaison and/or public relations
coordinator with other agencies, City departments, committees,
contractors, vendors and the public as necessary; supervise and
coordinate the work of subordinate employees; and perform
other related duties as assigned.

Knowledge of: Methods and techniques used in the installation, testing and repair of various backflow prevention devices and
water meters; equipment, tools, materials and methods used in underground water distribution system installation, groundwater
wells and water treatment system, maintenance and repair; safe work methods and safety regulations pertaining to field and
underground maintenance work; effective supervisory principles and practices; data gathering techniques and state and federal
rules and regulations governing work performed.
Ability to: Interact effectively with the public, contractors and other employees; install and test backflow prevention devices
and varied water meters; maintain and repair valves, fire flow hydrants and read and interpret drawings and blueprints, plans
and specifications, draft equipment specifications; maintain accurate records and prepare reports of work performed; plan,
organize, coordinate and evaluate the work of staff; exercise independent judgement and initiative within the general
procedural guidelines; and operate office equipment including copiers, facsimile machines, personal computer and applicable
Education/Experience: Any combination of training and experience that provides the required knowledge, skills, and
abilities is qualifying; typical education would include a high school diploma or equivalent, supplemented with college level
course work equivalent to an Associate of Arts Degree. Courses leading to a Bachelor's Degree are desirable. Typical
experience would include five years of relevant experience.
Special Requirements: Possession of the USC (University of Southern California) Backflow Prevention Assembly General Testers
Certificate, OR the AWWA (American Water Works Association) Backflow Prevention Assembly General Testers
Certificate, AND State of California Grade III Distribution Operator Certificate. Possession of a valid California
driver's license, or ability to acquire one within ten days of appointment.

Test Requirements: The examination process may include an oral board examination, written exercise, or any combination
