DOWNTOWN SPECIFIC PLAN
Downtown Redding is located within the Market Street Redevelopment Project Area. In the late 1990s, the City initiated steps to develop a plan for revitalizing its historic center. The culmination of that effort was the adoption of the Downtown Redding Specific Plan in 2001. The Plan, which serves as the community's "blueprint" for revitalizing Downtown was prepared by Urban Design Studio with the assistance of a Council-appointed citizens committee and several Downtown "stakeholder" organizations, including Viva Downtown, the Downtown Redding Business Association, Renaissance Redding, and Midtown Mall Benefit Corporation. Key recommendations of the Plan include removal of the roof over the Downtown Redding Mall, preservation of historic buildings, restoration of the Cascade Theatre and Redding Hotel, the creation of a large public gathering space, expanding public art opportunities, and adding new housing in Downtown.
