NEIGHBORHOOD REVITALIZATION
 

Since 1998, the Redding Redevelopment Agency, in conjunction with the City of Redding, has concentrated a significant amount of its resources within neighborhoods which were identified as being in decline.  These "target neighborhoods," specifically, the Parkview Neighborhood, the Martin Luther King, Jr. Neighborhood, and Redding's Downtown, each underwent a comprehensive citizen-driven planning process, resulting in an individual revitalization plan specific to the neighborhood.  Additional neighborhoods are anticipated to be added in the future. Information can be obtained by clicking on the project of interest.

DOWNTOWN REVITALIZATION

Downtown Redding is located within the Market Street Redevelopment Project Area.  In the late 1990s, the City initiated steps to develop a plan for revitalizing its historic center.  The culmination of that effort was the adoption of the Downtown Redding Specific Plan in 2001.  The Plan, which serves as the community's "blueprint" for revitalizing Downtown was prepared by Urban Design Studio with the assistance of a Council-appointed citizens committee and several Downtown "stakeholder" organizations, including Viva Downtown, the Downtown Redding Business Association, Renaissance Redding, and Midtown Mall Benefit Corporation.  Key recommendations of the Plan include removal of the roof over the Downtown Redding Mall, preservation of historic buildings, restoration of the Cascade Theatre and Redding Hotel, the creation of a large public gathering space, expanding public art opportunities, and adding new housing Downtown.

Riverfront Playhouse Coming Downtown

The Redding Redevelopment Agency purchased the former Carl's Automotive and Tire Service property located at the southeast corner of Pine and Placer Streets in 2004 with the intention of selling it to Riverfront Playhouse to help the community theatre move from the east side of town to Downtown and to construct a new 12,000-square-foot, 184-seat theatre.  To date, Riverfront's capital campaign effort has netted over $600,000 in contributions and pledges toward the estimated $2.9 million project designed by Trilogy Architecture.  The Agency will consider conveying title to the property to Riverfront in August 2008 and the goal is for the new theatre to be under construction by no later than summer 2010.

DOWNTOWN 300

East Street Senior Apartments

The Agency provided $1.15 million in the form of a residual receipts loan to LINC Housing, a non-profit housing provider, for the development of 20 affordable housing units for very-low- and low-income seniors located on an infill parcel in Redding’s downtown. The Agency’s funding leveraged approximately $3.95 million in other funding sources, including low-income housing tax credits. The project was completed in December 2010.


LAKE BOULEVARD PLANNING AREA

In 2007, an area along the Lake Boulevard corridor in the northern portion of the City of Redding was identified as the fourth area to be targeted for concentrated revitalization efforts.  In November 2009, the Agency approved the Lake Boulevard Planning Area Revitalization Plan (Plan) and authorized staff to begin implementation of the revitalization activities identified within the Plan.  Please contact Sarah Haddox, Senior Redevelopment Project Coordinator, (530) 225-4041 or shaddox@ci.redding.ca.us for information on specific activities anticipated to be undertaken in the upcoming budget year, 2011-12.


MARTIN LUTHER KING, JR. NEIGHBORHOOD

In February 2003, the City Council and the Redding Redevelopment Agency adopted the MLK, Jr. Neighborhood Revitalization Plan (Plan).  The goals and objectives of this comprehensive plan for improvement of the MLK, Jr. Neighborhood focus on six areas:  1)  land use and neighborhood apearance; 2) housing; 3) transportation and circulation; 4) public infrastructure and services; 5) public safety and crime prevention; and 6) open space and recreation.  Since adoption, implementation of the Plan has stimulated significant positive change in the Neighborhood.  Through a combination of both public and private investment in the Neighborhood, new development is occurring at an unprecedented rate.  Rehabilitation of existing structures is also contributing to the new face of the Neighborhood. 

The Revitalization Plan for the MLK Neighorhood provides a road map for the transformation of one of Redding's older areas into a comfortable, attractive, economically-vibrant neighborhood.  The Plan addresses several key areas including infrastucture deficiencies, housing conditions, recreational amenities, and crime and safety issues. 

PARKVIEW NEIGHBORHOOD

Community Revitalization and Development Corporation's Mixed-Use Project

645 Parkview Avenue: Community Revitalization and Development Corporation (CRDC) purchased an Agency-owned infill lot located in the Parkview target neighborhod for the construction of a mixed-use project. Completed in 2010, the commercial portion is occupied by CRDC, a nonprofit housing providers, as its office. The Agency provided $480,000 in the form of an amortized loan for the construction of two four-bedroom units affordable to a low-income household and a moderate-income household. Long-term covenants recorded on the property ensure affordability for 55 years.
