Yuba Street Streetscape Project (Contact Person: Larry Morgon, 225-4393)
Construction of the Yuba Street Streetscape Project was completed in September
2001. This project involved the transformation of Yuba Street, between California
and Oregon Streets, into a more pedestrian-friendly corridor linking the
Courthouse and the Downtown Redding Mall. The improvements were based on
the Market Street demonstration block and included narrowed paved street
sections, wider decorative sidewalks, custom street lights, shade trees,
and concrete planter walls and redwood benches. Funding for this $1 million
project was a combination of Redevelopment and Community Development Block
Grant funds.
As part of the City’s art in public places, the Redding Redevelopment Agency, in conjunction with Viva Downtown, contracted with artist Donna Billick to fabricate four terrazzo discs which were inlayed at the intersection of Yuba and Oregon Streets. This form of art incorporates pieces of rock and marble into concrete mosaic patterns. The patterns selected represent each of the four seasons. The dedication ceremony was held on August 8, 2002, to express appreciation to the many donors who made this project a reality.
Westside Road Realignment Project (Contact Person: Sue Thompson, 225-4423)
The final phase of the Railroad Avenue/Westside Road Realignment Project has
been completed. The purpose of the realignment was to improve traffic circulation
and stacking room near the intersection of Buenaventura Boulevard and South
Market Street. As part of the overall project, it was necessary for the Agency
to acquire certain properties. One of the properties acquired and ultimately
demolished was the Redding Veterinary Clinic. The adjacent property, formerly
known as Nick’s Drive-In, was acquired by Dr. Eddie Troop and Linda
McMahan and transformed into an attractive new clinic which has added to
the area’s aesthetics.
Sacramento River Trail Extension to Hilltop Drive (Contact Person: Sue Thompson,
225-4423)
The Agency, along with assistance from the California Integrated Waste Management
Board as part of a project to clean up a former private dump site, designed,
and constructed the Sacramento River Trail Extension to Hilltop Drive. This
project extended the trail from its previous terminus near the easterly boundary
of the Arboretum to connect with Hilltop Drive near the River Knolls Apartments.
It is a beautiful, multi-use recreational trail that is enjoyed by walkers,
joggers, and bicyclists and will provide pedestrian access for residents east
of the Sacramento River to the Turtle Bay complex when the Turtle Bay Sundial
Bridge is completed.
Mt. Shasta Mall Renovation (Contact Person: Sarah Haddox, 225-4041)
The Mt. Shasta Mall underwent a $32 million renovation, which included the
construction of a Macy’s Department Store that opened in August 2001;
the addition of approximately 35,000 square feet of retail space at the south
end of the complex (including a food court); and a complete renovation of
the exterior. The Agency contributed $795,000 to assist with installing a
traffic signal at the intersection of Dana Drive and Canby Road; enclosing
the Little Churn Creek channel adjacent to the Mall; and improving Old Alturas
Road between Churn Creek and Canby Roads.
School District Partnerships (Contact Person: Sharon Dent, 225-4351)
Development partnerships can be in many different forms. One such partnership
was brought about by the pass-through agreements between the Agency and the
school districts within the Market Street and Canby-Hilltop-Cypress Redevelopment
Project Areas. The agreements provide a mechanism for a portion of the Agency’s
revenue to be used on capital improvements for schools within the project
area.
The Shasta-Tehama-Trinity Joint Community College has committed its pass-through funding through 2004 to renovate the bleachers at its football stadium; widen the football field to meet safety standards; and remodel a section of the physical education building.
In conjunction with the development of the Enterprise Community Stadium, the Shasta Union High School District has utilized a portion of its pass-through funds to assist with the construction of bleachers for its track and field at Enterprise High School.
The Agency recently issued bonds in the amount of $5,390,000 on behalf of the Redding School District for future capital improvements, including the construction of a multiple-purpose room and installation of an all-season track at Sequoia Middle School; assistance with construction of gymnasiums at Turtle Bay and Juniper Academy; remodeling at Cypress School; and miscellaneous improvements at various other school sites. In addition, the School District utilized a portion of its pass-through funds for the design of the multiple-purpose room which will be constructed with the bond proceeds.
Parking Structure Improvements (Contact Person: Larry Morgon, 225-4393)
Improvements were completed at the southwest corner of the Downtown parking
structure. These improvements enhance the appearance of the structure, add
identity, and improve its linkage to nearby businesses by creating an inviting
entry, adding light and signage, and removing barriers consisting of chains
and bollards. In the spirit of forging public-private partnerships, the Downtown
Redding Business Association contributed approximately $20,000 toward this
$76,000 project, with remaining funding coming from Community Development
Block Grant monies and private donations.
To further enhance the parking structure, the City contracted with Dorothy Bartlett, a local artist, to paint a mural on the Placer Street wall, near the south entrance. Ms. Bartlett painted a lively rendering of the farmers’ market held during MarketFest.
