The
City Treasurer is an
elected official who serves a four year term.
In February 2007, Leslie Detwiler was appointed as City Treasurer by the Redding City Council to complete the term ending November 2008. On November 4, 2008, Leslie Detwiler was elected as the City Treasurer and will serve a four year term expiring November 2012. Areas of responsibility for the City Treasurer include
cash flow management, portfolio investment management, revenue processing, Assessment
District administration, and parking citation appeals.
Revenue
Processing:
The staff of the Treasurer's Office
receipt, record, and deposit all revenue collected
by City Departments, including Redding Electric and Municipal Utilities,
City Clerk, Police Services, Recreation, Convention Center, and the Building Division. Methods of payment include cash, check,
and credit card, as well as Electronic Fund Transfers for most departments. All expenditure
related transactions are processed by the Finance Division.
The City Treasurer's Office does not accept credit card payments by phone, however, credit card payments are accepted in person at the City Treasurer's Office, and credit card payments for parking citations can be made online.
Cash Flow and Portfolio
Management:
The
City Treasurer is responsible for daily cash flow analysis, and invests all revenue not currently
needed to meet cash flow demands. City Treasurer staff reconcile all city and entity accounts, and a monthly "Treasurer's Report" is provided to the City Council, identifying the investment
portfolio activity and cash balances of all funds
held by the City.
Assessment
Districts:
The
Treasurer's Office is responsible for the administration
of Special Assessment Districts, which fund improvements
for new developments. By cooperative agreement
with Shasta County, Assessment District billings and
payments are conveniently consolidated on property
tax bills. For more information regarding Assessment

Parking
Citation Payments and Appeals:
The
Treasurer's Office accepts payments for Parking Citations
and processes Parking Citation Appeal requests.
