When a homeowner or a business wishes to connect to the City water system, a connection fee is assessed and then a permit issued for construction.
The connection fee is related to the hydraulic capacity of the water system. The connection charge represents the contributive share of the cost to expand existing facilities, or construct new water facilities. In other words, the amount of water we need to supply to our customers is directly related to their demand on the system. Customers placing a greater burden on the water system should bear a greater share of the costs. As development occurs, population increases, and there is a larger demand for water. Connection fees are the only funding source we have to build new facilities that will ensure fire protection and a continuing supply of potable water for our customers.

Per the City of Redding's Municipal Code, the following charges shall be paid to the City prior to the issuance of any water connection permit, or any physical connection to the water system from the premises to which the charges apply.
Each premise, as defined in Section 14.08.010, applying for a new water service, as distinguished from a change in location, shall pay the current connection charge, based on meter size, per household equivalent, as follows:

Effective January 1, the respective fees shall be increased by the Construction Cost Index in the most recent November Engineering News Record.
For hydrant meters, commodity charge for all consumption is billed monthly at the current rate.
